Textures pop in late on an HDD, fine on SSD

On an HDD the textures pop in a good two seconds late in the hub area. Same scene on SSD is fine, so it is a streaming budget thing rather than a bug. Two hours in, one hard crash on Alt-Tab

Hard crash to desktop when alt-tabbing during a cutscene. Happened twice in two hours, both times in the same cutscene, both times within a second of switching windows.
